Committee member Dr. Li Tak-Ho (Alex), Executive Dean of the Guangdong Digital Industry Research Institute, explains why the human–machine relationship has become the question of our era — AI's three leaps: capability (specialised to general), goal (answering to acting autonomously) and speed: "AI iteration is exponential, while human legislation and ethics discussion is linear" — the governance window is narrowing.
AI grows up fast, he stresses, while developers' and users' understanding of the technology and its risks does not necessarily keep pace — precisely why the Committee invests in AI-safety governance research and public literacy education.
Interviewed as Vice-President of HKAAST, Dr. Li proposes a "Data Customs" and a GBA Data Compliance & Flow Centre built on "data does not cross the border — compute does": data stays on the mainland while results are computed through the Hong Kong interface and data sandboxes. He also urges Hong Kong to shed its fear of failure: "innovation necessarily involves mistakes."
Read the HK01 original →Interviewed as HKAAST Vice-President, Dr. Li analyses the national compute strategy behind the Sha Ling data park: questioning the chip-stacking path, noting that "turning limited resources into a reversal has always been our country's strength", and stressing that most commercial demand does not need frontier general models — ordinary compute with precise algorithms suffices.

The HoloAuditor research dataset (Audit Ledger, Evaluation Scripts, and Corpus Matching Pairs) is published on IEEE DataPort (DOI 10.21227/pk5k-cb66, 2026-10-20), and the content-safety tool HoloAegis has opened a live demo environment (demo firewall pack 3.2MB, deployed P50 26.3ms).

The core is XDataTrust (a Shenzhen–Hong Kong cross-border trusted-data platform) — patented "split compute" and "pixel-stream transmission" delivering "data does not cross the border, compute does": sensitive mainland data stays in a Shenzhen privacy-computing sandbox while Hong Kong researchers operate remotely via video streams for AI training.
The State Key Laboratory of TCM Quality Research (University of Macau), Shenzhen Data Exchange, LegCo Member Prof. Kam-fai Wong and NPC Deputy Dr. Sin Han-Ti all voiced support.
